Spotlight City is a full-stack out-of-home media development practice.

Leadership

Tom Dewitte is Chief Executive Officer of Spotlight City. He brings over 15 years of experience in premium out-of-home media, working directly with global brands and agencies across Europe, Asia, the Middle East, and the United States.

Tom has led landmark campaigns in cities including London, Paris, Shanghai, Beijing, and Tokyo, and works closely with luxury, fashion, technology, and cultural brands to deliver high-impact urban visibility.

Patrick Slevin is Chief Operating Officer of Spotlight City. He leads site development, planning strategy, and operational delivery, with extensive experience navigating complex municipal environments across the UK and Ireland. Patrick has delivered projects for major landlords and global brands, combining planning rigour with commercial execution.

Vincent Slevin is Chairman of Spotlight City. He supports the company’s strategic direction, governance, and long-term development, bringing experience across design-led entrepreneurship and complex stakeholder environments.
